Usually a refresh. A full rebrand is right when the positioning has genuinely changed or the name no longer fits. If the problem is that everything looks slightly different, that is a system problem, and it is cheaper to fix.
That is what we design for. Colour, imagery and tone all read differently across markets, so the system is built with room to adapt rather than assuming the home market is the default.
